Universal suffrage with fair elections is a 20th century development in most places; institutions of freedom long pre-date it. Almost all left-liberals want further restraint on democracy through bills of rights, and some right-liberals also favour further constraints, but opposition to democratic institutions is virtually non-existent  among liberal intellectuals, whatever Hayek might have said in the past. His books aren&#039;t sacred texts.</description>
